Conventional warfare is practiced under the basic assumption that you can inflict casualties on the enemy. If one power has the ability to inflict massive casualties on any other without fear of a counterattack of notable strength, that power rules the world. (Think America right after WWII). If both sides can inflict notable casualties on the other, you will have a legitimate war, or at an extreme, Mutually Assured Destruction.
Our war against the Zeds is not a conventional war. No matter how well we humans fight, the Zeds undergo no real loss. Thus, no matter how many Zeds are stunned, they benefit from any encounter in which even a single human is turned. For this reason, the only use Zeds have for tactics or caution is to maximize the number of humans turned. In fact, humans should question any Zed that hesitates in its advance. Assuming the Zed is intelligent, the human should expect an ambush or Zed reinforcements will soon arrive.
So then what is this conflict at hand if not war? It is cat and mouse; it is extermination. Humans have every use for tactics, but they should exercise intelligence on the field to survive rather than to “defeat” the foe. Tactics are used to minimize casualties until a safe zone is reached. There is a timer on this conflict and the final mission will mark its end. Whether there are Zeds still standing or not makes absolutely no difference. What matters is that we are still standing.
